You can try Adobe Customer Care and see if they will make some sort of arrangement. You can't get by using a computer without internet access if you want to use Creative Cloud. I get 10 GB monthly and I'll bet there are better plans.
If you are in a place with no wireless, you can get a hotspot plan with your mobile device and use it to run the updates by having it act as a wireless connection. You would need internet connectivity to sign in and activate, let alone update.
